Platting & Traffic Review

All land development within municipalities and in areas of unincorporated Miami-Dade County must comply with Chapter 28, Subdivision Code of Miami-Dade County and Chapter 177, Florida Statutes along with other State and local regulations. Applicants submit new land development to the Plat Committee to be reviewed for compliance with the Subdivision Code of Miami-Dade County and all other State and County legislation.

Plat Committee Meetings

The Plat Committee meets every Friday at 9 a.m. in room 18-3 of the Stephen P. Clark Government Center. The meeting is also available virtually. Interested parties may participate by:

Voice messages or emails read into the record shall not exceed two minutes. If you leave a voice message or email, include your name, address and the Plat Committee item you wish to address. If you have any questions or require additional information regarding the virtual meeting, call Raul Pino at 305-375-2112.

After the meeting occurs, it may also viewed online and final Plat Committee results will be posted in the Daily Business Review and online.

Submit Platting and Paving & Drainage Applications and Corrections Online

Platting processes have been virtualized to eliminate the need for customers to make in-person visits to the Platting Section.

New online submittals of the above applications and corrections to existing applications (reworks/revisions) are now accepted through the Citizen Self-Service Portal (CSS)

The CSS was modified to accept plat submissions for the following:

  • Application for Tentative Plat
  • Application for Waiver of Plat
  • Application for Final Plat *
  • Application for Entrance Feature
  • Application for Deco Wall
  • Corrections to Tentative Plat
  • Corrections to Waiver of Plat
  • Correction to Deco Wall
  • Correction to Municipal Entrance Features
  • Extension of Time Relating to Tentative Plat
  • Review of Tentative Plat New Owner
  • Revision of Tentative Plat
  • Revision to Waiver of Plat
  • Revision to Deco Wall
  • Revision to Municipal Entrance Features
  • Paving and drainage plans
  • Other submissions

In an effort to reduce the in-person submittals we will now be accepting electronic signatures as stipulated in Florida Statues §668.50 Uniform Electronic Transaction Act, for, but not limited to, Opinions of Title applications and hold-harmless permits request letters.

Plans, specifications, plats, reports, or other documents submitted in electronic format for review must be signed and sealed electronically.

*Note that when submitting supporting documents for Final Plat, Mylars must be submitted in person and by appointment only. Call 305-375-2112 to schedule the appointment.

Paving and Drainage

Land development within Miami-Dade County must comply with Chapter 28 of the Code of Ordinances. As stated, any permit to construct, and/or alter drainage ways, such as, but not limited to, deepening, widening, filling, rerouting or altering in anyway existing ditches, drain and/or canal will require a written permit from both the County's Department of Transportation & Public Works (DTPW) and the County's Department of Regulatory & Economic Resources (RER).

Paving and Drainage Plan Review Process

As part of its ongoing efforts to improve the development review process, we will now accept paving and drainage plans online for e-review.  This will allow for a concurrent plan review process across multiple county departments within a pre-designated timeframe.  This process improvement for development projects requiring paving and drainage reviews will greatly benefit from an innovative streamlined method, reduced review time periods and provide real time feedback to the applicant.

Paving and drainage plans may now be submitted electronically through the Citizen Self-Service Portal (CSS). You must create an account in order to submit the paving and drainage plans. The following links provide important information regarding plans submission.

Platting

Fee schedules, application forms, instructions, and important notices associated with the submittal of new land development applications within Miami-Dade County. The Agenda Coordinator schedule and deadlines for submitting subdivision items for the Miami-Dade County Commission meeting are also included, along with results of the Plat Committee meeting, agenda items for the next Plat Committee meeting. The platting information search provides information and status of submitted land development projects.  

Subdivision Improvement Bonds

Developers must post a Subdivision Improvement Bond and provide an associated Agreement for Construction and Maintenance of Subdivision Improvements.

This year, Platting Subdivision Improvement Bonds services will be available on the Citizen Self Service (CSS) portal, along with other land development services. Platting Subdivision Bond documentation can be submitted for review and approval through the portal.Bond Reduction/Release Inspections will also be requested through the CSS portal, resulting in a seamless process that provides real-time progress tracking in one convenient online location.

Traffic Review

One of the components for platting new subdivisions and zoning applications within unincorporated Miami-Dade County is the review of available traffic capacity and the impact to the level of service resulting from new development.
