Comment Period

Miami-Dade Public Housing and Community Development (PHCD) hereby advertises the following proposed documents:

The above documents will be available for review during a 45-day comment period from March 22, 2019, through May 5, 2019, at PHCD’s site offices, administrative offices, and website www.miamidade.gov/housing. 2020-2024 Consolidated Plan

The Public is hereby advised that Miami-Dade County Public Housing and Community Development (PHCD) has scheduled a public community meeting on the date and time indicated below.

This meeting will allow for public and stakeholder input on the 2020-2024 Consolidated Plan and Citizen Participation Plan, for the purposes of developing community priorities that will be used in the development of the County’s funding strategies for the allocation of Community Development Block Grant (CDBG) and HOME Investment Partnership Program and Emergency Solutions Grant (ESG) funds received from the United States Department of Housing and Urban Development, in preparation of the County’s FY 2020-2024 Consolidated Plan and Citizen Participation Plan.

A second general public meeting will be held for the public to have an opportunity to review and comment on a draft version of the proposed 2020-2024 Consolidated Plan and Citizen Participation Plan at a later date that would be publicly noticed.

The public is being notified that the Miami-Dade County Draft FY 2018 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) Programs will be available for review and comments from March 11, 2019 through March 26 , 2019 from 9:00 a.m. to 5:00 p.m., Monday through Friday at the Miami-Dade Department of Public Housing and Community Development, located at 701 N.W. 1st Court, 14th Floor, Miami, Florida 33136.

Infill Housing Initiative Multifamily Homeownership Demonstration Program

Infill Housing Developers can now build duplexes for first-time homebuyers through the Infill Housing Initiative Multifamily Homeownership Demonstration Program as adopted by the Miami-Dade Board of County Commissioners per Ordinance 18-29.

Per the Ordinance, there are some advantages for first-time homebuyers who wish to purchase a home with multiple units, such as: the homebuyer can live in one unit and rent out the other unit(s); the homebuyer can use the additional income derived from the rental unit to defray the cost of the homebuyer’s mortgage; the homebuyer may qualify for a more expensive home; and the homebuyer may only be required by a lender to come up with a 3 or 31/2 percent down payment on the home.

FY 2018 Supplemental State Housing Initiatives Partnership (SHIP) Request for Applications (RFA)

Public Housing and Community Development (PHCD) is announcing the availability of the Fiscal Year 2018 Supplemental Request for Applications (RFA) for State Housing Initiatives Partnership (SHIP) funding for Homebuyer Education and Counseling.
Copies of the RFA may be picked up from 8:00 A.M. to 5:00 P.M. beginning on December 10, 2018 at PHCD’s offices located at 701 NW 1st Court, 14th Floor, Miami, Florida 33136. The application is also available for download on PHCD’s website.

Completed applications must be submitted to the Clerk of the Board, at the Stephen P. Clark Center, 17th Floor, 111 N.W. 1st Street, Miami, Florida 33128 from December 10, 2018 until January 9, 2019 (Monday-Friday except on Holidays observed by the County).

On January 10, 2019, completed applications will only be accepted during the hours of 9:00 A.M and 12:00 P.M. and will only be received at the Department of Public Housing and Community Development located in the Overtown Transit Village North, 701 N.W. 1st Court, 14th Floor, Miami, Florida 33136.

Homeownership Opportunity for First-Time Homebuyers

The Public Housing and Community Development Department (PHCD) will be hosting four open houses on December 4, 2018 and December 6, 2018 for first-time homebuyers. All buyers must be preapproved by a PHCD participating lender and must possess a certificate from a Homebuyer Education/Counseling Provider.

Public Housing and Community Development (PHCD) is accepting applications for FY 2019 CDBG/HOME/ESG Request for Applications (RFA) Monday, October 1, 2018 through Friday, November 16, 2018.

The public may send questions regarding the FY 2019 CDBG/HOME/ESG books via email October 1, 2018 through October 22, 2018.

PHCD has released its responses to public comments concerning the FY2019 Draft Request for Applications for CDBG/HOME/ESG books. These public comments were received August 15, 2018 to August 22, 2018 during the public comment period.

FY 2018 Action Plan

Miami-Dade Public Housing and Community Development (PHCD) hereby advertises that a public hearing for its proposed FY 2018 Action Plan Funding Recommendations, Substantial Amendments to FY 2014-2017 Action Plans and Corresponding FY 2013-17 Consolidated Plans of the Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG), has been scheduled to be held at the Housing and Social Services Committee (HSSC) meeting on Tuesday, July 17, 2018 at 12:00 noon. The public hearing will be held inside the Board of County Commission Chambers, located on the second floor of the Stephen P. Clark Center, 111 N.W. 1st Street, Miami, Florida 33128.

ALERT: Payment for Section 8 Voucher Scam

Miami-Dade County’s Housing Choice Voucher Program has become aware of a fraudulent scheme where people are being offered Section 8 housing vouchers for a fee of $500.

If such an offer is made to you, do not respond. This is a scam. Section 8 vouchers are never provided for a fee.

If you know of any such offer, or have responded to such an offer, please contact Miami-Dade Police Department, Economic Crimes Division Bureau at 305-994-1000.

Community Development Block Grant (CDBG) Funding for Special Economic Development Applications

Miami-Dade County, through its Department of Public Housing and Community Development (PHCD), is soliciting applications to fund projects with CDBG funds for a Special Economic Development (SPED) Program. This action was approved by the Miami Dade County Board of Commissioners through Resolution # R-1046-17.

This program will select Special Economic Development (SPED) projects, as described in the CDBG regulations found at 24 Code of Federal Regulations, Part 570 (CDBG Regulations), specifically at 24 C.F.R. 570.203. The proposed project must create one (1) job per every $35,000 of grant/loan funding; at least 51% of the jobs created must employ low-to-moderate income persons.  

Application Forms and Attachments will only be available online.  Please check the PHCD website for updates and/or modifications to this application.

SPED Grant Awards may not exceed $100,000 and the applicant’s budget cannot exceed $100,000 in CDBG funding per application. Please note that these funds should be identified as GAP funding in all funding applications.  GAP funding is the difference between existing financing commitments, including owner equity, for a project and the overall project cost. The initial funding amount available is $500,000.

Please be advised this is a non-competitive process, each application will be evaluated based on its own merits. 

  • Applications will be accepted until all funding is depleted.  
  • Applicants must schedule an appointment with PHCD staff to discuss the application process prior to submission.
